RTA Transfer Process Explained Step by Step

Buying or selling a used car in Dubai involves a formal ownership transfer process managed by the Roads and Transport Authority (RTA). While the process is generally straightforward, errors or missing documents can cause significant delays - and in some cases, expose buyers or sellers to unexpected liability. This guide walks you through the complete RTA transfer process from start to finish. Step 1: Agree on the Sale Price and Terms Before any paperwork begins, both buyer and seller should agree clearly on the sale price, what is included with the vehicle (registration, floor mats, spare keys, etc.), and the condition of the car at the point of sale. Step 2: Complete a Pre-Transfer Vehicle Inspection (If Required) In Dubai, most used vehicles require a vehicle technical test (passing certificate) before the registration can be transferred. This test must be carried out at an authorised testing centre. The test checks roadworthiness including brakes, lights, tyres, emissions, and chassis integrity. Step 3: Ensure the Vehicle Has Valid Insurance The buyer must arrange UAE-registered car insurance before the ownership transfer can proceed. Insurance must be in the buyer's name and must cover the vehicle from the date of transfer. Step 4: Clear Any Outstanding Traffic Fines All traffic fines associated with the vehicle must be settled before a transfer of ownership can be completed. Sellers should check and clear all fines prior to the transfer appointment. Step 5: Visit an RTA Service Centre or Use Smart Channels The RTA offers ownership transfer services at its service centres across Dubai. The following documents are required: • Original Emirates ID for both buyer and seller • Valid UAE driving licence for the buyer • Vehicle registration card (Mulkiya) - must be current and not expired • New insurance certificate in buyer's name • Passing certificate from the vehicle test centre Step 6: Pay the Transfer Fees The RTA charges a transfer fee for the ownership change, along with registration renewal fees if the current registration is due to expire. Fees vary based on vehicle type and registration status. Step 7: Receive the New Registration Card Once the transfer is processed and fees are paid, the buyer receives a new vehicle registration card (Mulkiya) in their name. This is your legal proof of ownership.
